Wilnetta Marie (Clow) Dowell was born on October 7, 1951 in Woodward, Oklahoma to Willis (Bill) and Ruth (Helmick) Clow. Wilnetta grew up in Woodward and attended Woodward schools, graduating from Woodward High School in 1969. She then attended Northwestern Oklahoma State University.

She was united in marriage to J.M. Dowell on November 28, 1970 in Juarez, Mexico. They were blessed with three sons: Jim, Steve, and Mike. They made their home in Oklahoma City for a short time before moving to Guymon and Woodward. They raised their children in Woodward and retired there. Wilnetta worked at Tregos Westwear, the Sunshine Pre-School, and the Woodward Public Schools as the Federal Programs Director. She retired from the school on February 20, 2014.

She was a member of the Woodward Church of Christ. She enjoyed gardening, sketching, cooking, and baking, and she loved her animals. Most of all she loved being with her husband, children and grandchildren and caring for anyone in need.

Wilnetta is survived by her devoted husband J.M. Dowell of the home; one son, Jim Dowell of Mooreland; two grandchildren, Juliet Dowell and Cody Dowell of Mooreland; one brother, Derald Clow and wife Donna; several nieces, nephews, other relatives and friends.

She was preceded in death by her parents, Bill and Ruth Clow, two sons, Mike and Steve Dowell, and her sisters Twila Barnett and Treva McClendon.

Wilnetta battled many diseases for decades and lived far beyond what doctors believed possible. Despite her pain and suffering, she was known by all as a faithful, selfless, and giving person who had a great influence on many lives.
